Marine Personnel Recruitment Specialist (Engine)

Job Summary and Purpose

Drive the identification, interviewing-technical assessment, and hiring of the highest quality candidates to the front-line business, to ensure sufficient levels of suitability and experienced Engine Officers and Ratings to man the Fleet, including interviewing candidates utilizing the technical skills obtained during sailing years as an Engine Officer.

In addition, contribute to the future development of the business by creating, managing and constantly improving a resourcing program that supports company goals.

Accountabilities

Key Accountabilities:
Recruitment 

1.    Manage and plan all identification, interviewing-technical assessment, and hiring activities to ensure the timely and quality recruitment of Engine Officers and Ratings to man the fleet.
2.    Act as a focal point for requirements relating to Engine recruitment services and competitor benchmarking, including market intelligence and salary reviews.
3.    Develop and maintain cost effective solutions to source Engine officers and ratings outside of established recruitment partners where required.
4.    Work closely with Marine Personnel Operations to ensure the effective and timely handover of Engine officers to vessels.
5.    Remain up to date with new regulations, legislation, and country specific restrictions impacting Engine crew recruitment and deployment.
6.    Maintain, review, and update personnel systems to ensure all contract authorizations and recruitment documentation are completed accurately.
7.    Build and maintain strong relationships with manning agencies and global skill pool managers to support Engine manpower requirements.
8.    Analyze Engine recruitment and attrition data to forecast accurate manpower statistics and identify trends for management reporting and review.
9.    Monitor the entire Engine recruitment pipeline, continuously reviewing, assessing, and streamlining processes, and implementing improvements where required.
10.    Liaise with venues and administer event contracts for Engine induction courses and recruitment related activities.
11.    Manage and maintain all contracts related to Engine recruitment activities.
12.    Monitor Engine recruitment related expenditure, identify cost saving opportunities, and propose simplified and cost-effective recruitment solutions where applicable.
13.    Ensure all Engine recruitment processes comply with legal, tax, regulatory, and company requirements.
14.    Act as the focal point for the Nakilat Engine Cadet Program, including recruitment coordination, stakeholder engagement, and program support.

15.    Adhere to all relevant QHSE policies, procedures, instructions and controls so that NAKILAT provides a safe, world class, secure and environmentally responsible service to customers, the public and its own people.

Policies, Systems, Processes & Procedures: 
16.    Benchmark & develop recruitment policies, processes and procedures, to avoid any legal challenges by understanding current legislation, and enforcing regulations with managers,
17.    Monitor and evaluate the effectiveness of the recruitment process regarding success rate in search and selection and recommend modifications to policies and procedures as necessary. 
18.    Ensure full compliance with established guidelines, policies, and procedures related to sourcing, selection, and engagement of candidates for employment.

Others: 
19.    Monitor service providers, ensuring effective service delivery related to Engine recruitment.
20.    Carry out any other duties as directed by the immediate supervisor.

Qualifications, Experience and Job Skills

 Qualifications:
•    Standards of Training, Certification, and Watchkeeping (STCW) Regulation A-III/2 Certificate of Competency (2nd Engineer license).

Experience:
•    A minimum of 36 months sailing experience as an Engineer on board Gas or large oil tankers.

Job Specific Skills:
•    Proficient working knowledge of Microsoft Office applications, particularly MS Excel.
•    Hands-on experience with marine crewing and recruitment software systems.
•    Demonstrated ability to handle confidential and sensitive information with discretion and professionalism.
•    Good understanding of Engineer officers’ certification, competency requirements, and regulatory considerations impacting recruitment and deployment.
•    Marine engineering at management level.
•    Electrical, electronic and control engineering at management level. 
•    Maintenance and repair at the management level.
