Job Summary and Purpose

Responsible for identification, planning, design and execution of engineering specifications related to structural, Electrical, Piping and commissioning system (as assigned) for offshore fabrication (Brown & Green field) , Industrial Engineering and New building projects throughout the project execution cycle for the assigned projects.

Accountabilities

1. Responsible for handling end to end interface coordination assignments related to all aspects of offshore Fabrication (Brown & Green Field) , Industrial engineering and New building projects.
2. Ensuring project executions are undertaken in accordance with client project specifications, Safety and Quality requirements, as well as the yard procedure and work instructions.
3. Responsible for monitoring the progress of the project to ensure timely delivery of assignments while maintaining high HSE standards and cost effectiveness.
4. Coordinate with respective trades like piping, structural, electrical etc and project manager for ensuring the work carried out is in compliance to the client specification and class requirements.
5. Ensuring proper identification, selection and preparation of specifications for various technical procurements and sourcing.
6. Responsible to maintain and update the client supplied engineering drawing register, maintain separate records of sample drawings issued by client and schedule for the assigned projects.
7. Preparation of method statements and specific procedures in line with client requirements and ensure the timely submission of yard engineering reports and progress details to the client.
8. Ensure the timely receipt of client deliverable/material etc. so as not to hamper smooth construction and highlight the requirement of critical documents in advance.
9. Arrange project meetings, internal and external as necessary to ensure the effective monitoring of key project performance indicators.
10. Motivating the site-based project team to deliver the project in a safe , timely and cost effective manner
11. Assist project manager in ensuring that all project/contract deliverables including final documentation are properly submitted to the client in timely manner. Ensure project documents are maintained complete, updated and stored properly.
12. Ensure project close out reports are maintained which includes the project evaluation, assessment of the results and lesson learnt.
13. Complies with all relevant safety, quality and environmental management policies, procedures and controls to ensure a healthy and safe work environment.

Job Summary and Purpose

Lead the Maintenance function in providing both a reactive (breakdown) and pro-active (preventative), multi-skilled maintenance service on all operational equipment, services and infrastructure to ensure increased and sustainable availability is achieved in line with the deliberate maintenance strategy, and with due consideration to the Original Equipment Manufacturer (OEM) guidance.

Responsible for the conduct of all maintenance functions, pro-active maintenance planning and scheduling, overseeing the adherence thereto and timely completion of work carried out. Increase the site operational effectiveness through the development of Service Level Agreements, improve on project delivery, mean time between failure and downtime reduction, ensuring that Health, Safety, Environmental, and Quality requirements are adhered to.

Manage the teams to deliver technical best practice. Establish and implement policies and procedures. Job Summary and Purpose

Supervise, Oversee and manage dimensional control survey activities to ensure all structural assemblies and piping spools meet specified dimensions and tolerances. Provide assurance that dimensional surveys are carried out on fabricated structures and piping spools, including all fabrication marine interfaces.

Accountabilities

Develop, plan, and implement dimensional survey programs in accordance with project specifications and schedules, ensuring optimal use of resources, tools, and equipment.
Review and interpret project drawings, models, and specifications to prepare a comprehensive Dimensional Control / Measurement Plan, identifying intervention points in coordination with the Project Quality Lead.
Plan and execute surveying and dimensional verification activities for fabrication, assembly, and installation phases, ensuring all mating interfaces (fabrication, marine, structural, piping, and module connections) are accurately measured and that “best-fit” alignment scenarios are evaluated and established.

The Third Officer understudies and assists the Second Officer. He must keep a navigational watch.

During cargo operations, he will assist with cargo operations, stability, ballast operations, moorings and ship security during the period of his watch.

Job Summary and Purpose

The Cargo Engineer Officer is responsible to the Chief Engineer Officer for the maintenance of all cargo handling and monitoring equipment and other associated systems. During cargo operations the Cargo Engineer is responsible for providing operational support to the OOW with respect to cargo handling and equipment.

He is responsible for carrying out all operations necessary for cargo care and supervision at sea and must provide the Chief Officer with all information necessary for him to exercise his responsibility for the cargo carriage.

He is responsible for the safety of all personnel working under his supervision.

Accountabilities

He is operationally responsible to the Master for all aspects of cargo care and supervision at sea to ensure the safe execution of the planned passage.
The Cargo Engineer should be completely conversant with the ships Manuals, associated Charterer’s Emergency Management Plans, onboard contingency plans, and the Safety Management System.
The Cargo Engineer Officer is a member of the Ship Management Team. He shall assist the other Engineer Officers in understudying him as an essential part of their training and development.

Job Summary and Purpose

The Second Engineer Officer is the Chief Engineer's deputy. He understudies the Chief Engineer Officer in all aspects of his managerial, professional and commercial duties with a view to qualifying himself for eventual promotion.

He must keep an engine room watch, or, on UMS ships must act as a duty engineer in rotation. However, where a ship carries an extra engineer officer, his watch keeping may be reduced to 4 hours per day, (or to allow a period of day work), at the Chief Engineer Officer's discretion.

Electro Technical Officer (E.T.O.) (QA)

Job Summary and Purpose

The Electro Technical Officer (E.T.O.) provides electronic, electrical and communications expertise as an integrated member of the Engineering Department and on occasion, performs in the role of duty engineer.

ELECTRICAL, ELECTRONICS and MARINE ENGINEERING
•   On first joining a ship, the E.T.O. must appraise the Chief Engineer Officer of his engineering qualifications and experience in maintaining and repairing electronic/electrical control equipment and associated electrical apparatus.
•   The Chief Engineer Officer must in turn advise the E.T.O. of the extent of the electrical equipment installed on the ship and any items where his expertise is likely to be regularly required.
•   Thereafter, the E.T.O. shall familiarize him with the electronic installation, paying special attention to equipment with which he is unfamiliar, or which the Chief Engineer Officer has advised may need his assistance.
•   The E.T.O. shall work as directed by the Chief Engineer Officer, to undertake the testing, servicing, and maintenance of all electronic/electrical equipment.
•   The E.T.O. is responsible for the maintenance of all electronic navigation aids and communication equipment.
•   The E.T.O. shall carry out and record routine servicing and maintenance of all GMDSS and communication facilities and shall repair defects to the best of his abilities. The E.T.O. shall discuss all aspects of work with the Chief or Second Engineer Officer. When he is unable to repair defects fully and permanently, the E.T.O. shall advise the Chief Engineer Officer, and with his approval obtain advice and/or assistance from NSQL Office.
•   The E.T.O. shall supervise and record all electrical service work carried out from shore, to ensure that the equipment is left in a fully operational condition. He shall check service engineer's timesheets and service reports for accuracy and ensure full details of parts supplied are recorded. Such details shall be advised to the Chief Engineer Officer, who shall ensure that copies of the reports, etc. are forwarded to NSQL Office.
•   The E.T.O. shall maintain batteries and lifeboat radios as required by statute and keep related records in the Official Log.
•   During refits, the E.T.O. shall supervise the work to be done on equipment within his care in order to ensure that the final result is satisfactory. The E.T.O. shall fully report to the Engineer Superintendent or his nominee via the Chief Engineer Officer. The E.T.O. shall also be responsible for the security of all equipment in his charge.
•   The ETO must carry out any lawful command and delegated duty as issued by the Chief Engineer. and /or Master.
AS DUTY ENGINEER WHEN REQUIRED
In order to fulfil the role of duty engineer, the E.T.O. shall become familiar with the main propulsion and auxiliary plant and with its safe operation.

Total Rewards Strategy:

Participate in designing and implementing QFAB’s rewards strategies, rewards structures, policies, and procedures in collaboration with Head of Rewards & OD and relevant stakeholders as appropriate.

Cargo Management and compliance:
1.   Ensure that the vessels are operated in a manner which is safe, reliable and economical and meets the highest industry standards. This shall ensure efficiency in cargo management.
2.   Drive compliance with international, Flag State, legal requirements and all company policies related to shipping operations, safety of navigation and Marine personnel at all times. The Marine Operations Superintendent shall also ensure complete compliance with, port / terminals requirements, oil / gas majors and ship vetting systems.
3.   Ensure that the trading certification of vessels is valid and avoid failure due to non-compliance.
4.   Act as owner’s / operator’s representative for all commercial STS and ESTS.

Vetting of Vessels:
5. Ensure that vessels in the fleet are vetted successfully by arranging timely SIRE / CDI inspections, giving prompt responses to any observations raised, initiate remedial actions and identify and mitigate gaps in policies and procedures.
6. Manage the entry of details from the VPQ into the SIRE system as well as maintain the relevant vessels particulars data not limited to TMSA and Q88 records.

Audits and Ship Inspections:
7.   Conduct ship inspections on a regular basis, as per safety management system SMS / ISM to ensure effective ship management during calls to Ras Laffan or sailing visit. In these visits, he/she shall carry out internal audits not limited to navigational, galley and cargo audits.

Safety Management System:

Job Summary and Purpose

Job Summary and Purpose

Ensure that the NSQL managed vessels are effectively managed and operated in full compliance with all applicable IMO requirements, Flag State, International, National and Company legislations , by ensuring that effective systems and procedures are in place to monitor performance, compliance and dealing with shipping emergencies. As well as continually enhancing the safety commitment of all Fleet office and onboard staff through effective engagement, interaction and reflective learning.

Accountabilities

Key Accountabilities:

Systems Management:

Maintain up-to-date and functioning management systems that encompass Fleet requirements of legislations and certifying authorities.
Maintain up-to-date register of rules and regulations for NSQL, and ensure compliance with all National, International, Flag state, classification society, industry rules and regulations applicable to the vessels.

Monitoring, Audits and Compliances:

Lead NSQL vessels drive for maintaining and improving highest safety standards. Ensuring the application of process safety, behavioral safety and a level of emotional intelligence are adopted across the Fleet.
Manage internal and external program of NSQL and vessels compliance audits, and act as a focal point for advice to management and staff onboard and ashore on compliance.
Act as a Designated Person Ashore (DPA) in accordance with International Safety Management (ISM) Code, as well as a focal point for NSQL vessels Flag State matters.
Act as a custodian for the NSQL Safety Management System (SMS) and ensure that effective and up to date procedures are in place to monitor compliance.
Act as the Company Security Officer (CSO) in accordance with ISPS code, to ensure the delivery of statutory requirements, security plan, security compliance and maintain security assurance for NSQL managed vessels.
Conduct vessels’ accidents and incidents investigation and participate in risk assessments.
Act as a focal point and steer NSQL TMSA rating and SIRE program and ensure timely follow up on actions.
Establish, carry out and follow-up on audit plan, training assurance through the department staff and TASs, vessels’ vetting, suggestion schemes, preventative, and corrective actions from audits.
Ensures that NSQL vessels’ HSSEQ performance is effectively monitored, safety data analysis is undertaken, and ‘live’ summary management information is prepared on a routine or ad-hoc basis.
Maintain safety initiatives register and agreed actions are timely monitored with assigned owners for timely delivery.
Ensure the well-being of managed vessels personnel in terms of occupational health, safety, security, and environmental awareness.
Play a role in ensuring that the sea staff recruitment is meeting the SIGTTO Guidelines, Charterers’ matrices, STCW, right qualification and experience.
Co-ordinate and conduct internal and external audits for ISM, ISPS and MLC certification.
Ensure EU MRV, EU ETS and other similar requirement accountability reporting to the required organizations.
Ensure accurate and timely reporting and provision of Fleet HSSEQ input into the ESG report.
Maintain Fleet Environmental aspects' initiatives and update on regular basis feeding through to the Nakilat Environmental Working Group.
Conduct ship visits to elevate the standards of Safety, Health and Environmental awareness.
Perform in-depth studies of safety problematic areas.

Ship Management:

Prepare Company to take over in-house ship management role of gas carriers from newbuilding yards, third party ship managers, for compliance and certification of ISM, ISPS codes and MLC convention.
Develop plans for NSQL managed vessels and obtain approvals from regulatory bodies.
Ensure all introduced vessels into the Fleet are provided with the safety materials, staff are properly HSSEQ trained and provided with all necessary safety requirement to be effectively managed.

Emergency Response:

Develop and ensure preparedness, readiness of the Emergency Response Room, and maintain up to date the Company Emergency Response Plan.

Generic Accountabilities:

People Management:

Manage section staff by overseeing their performance management, recruitment, training and development to ensure high levels of engagement and competence.

Quality, Health, Safety, & Environment (QHSE):

Ensure compliance to all relevant QHSE policies, procedures and controls across the section, to ensure that Nakilat provides a safe, world class, secure and environmentally responsible service to customers, the public and its own people.
Actively promote Health, Safety, Security, Environment and Quality Management policies of NSQL and Third Parties involved with NSQL vessels.

Budgets and Plans:

Contribute to the development of the Fleet divisional budget, through setting the HSSEQ Fleet section budget, and monitor its expenditure, while ensuring the optimal utilization of all available resources to protect Nakilat interest.

Systems and Processes:

Participate in developing the Fleet divisional policies, procedures, and system, and ensure their proper implementation to support achieving the set targets and plans, hence Nakilat strategy.
Liaise with Governmental, QP, Industry and other relevant external parties to develop and enhance the company’s practices and procedures and protects its SHEQ interests.

Others:

Contribute to the development of the HSSEQ strategy within NSQL business activities.
Conduct and follow a proper risk assessment process, to ensure that all incidents are investigated thoroughly in accordance with effective incident investigation procedures.
Conduct regular Management Review meetings for NSQL in line with ISM Code, and provide suggestions to Management to improve vessels performance.
Establish a fit for purpose publications and reference materials to keep up to date with requirements of rules, regulations and legislations.
Carry out any other duties as directed by the immediate supervisor.

Qualifications, Experience and Job Skills

Qualifications:

•   Bachelor’s degree, First Class Master Mariner certificate or equivalent qualification, coupled with HSSEQ Marine industry related training/qualifications is essential.
•   A Post Graduate Qualification in Occupational Health and Safety or a related discipline is preferred.
•   Lead Auditor for ISM and ISPS Codes.
•   Trained for ISO 9001, 14,001 & 18,001.

Experience:

• A minimum of 12 years’ HSSEQ experience in relevant oil and gas marine/shipping industry in a reputable organization, with at least 3 years at a senior leadership role.
• Extensive experience of successfully implementing ISO 9001, 14,001 and 18,001 systems and Integrated Management Systems.

Cost Control Accountant (QFAB) (QA)

Position: Cost Control Accountant

Primary Functions:

Manage the monthly closing cycle, including preparing the monthly review and reporting calendar and coordinating with the Project Controls department for key deliverables such as the Activity Report and POC.
Oversee the approval process for McDermott invoices within the system, ensuring timely and accurate booking.This includes providing the correct Cost Centre and GL codes to the HR department for invoice processing and coordinating with the Project Controls department to validate project related invoices.
Prepare monthly actual vs budget report including DOE headcount report.
Oversee Project accruals.
Work closely with Yard Operations and F&M Dept for Actual cost and Forecast input.

Tasks and Responsibilities:

Liaise with multiple departments to ensure accrual inputs were accurate, reliable, and aligned with budget allocations.
Ensure budget availability for accruals and service entry/GRN postings, to prevent delays in the monthly closing process and confirm that costs were properly budgeted and recorded as intended.
Conduct ledger updates and ledger review to ensure all financial entries were accurately reflected, including the reversal of prior accruals and the proper cost reclassification to relevant projects.
Coordinate Purchase Order issuance for accruals across departments to maintain financial accuracy and accountability.
Budget upload and re-allocation in SAP.
Collaborate cross-functionally with various departments to support day-to-day cost control operations and maintain reporting integrity.
Review monthly capex report provided by QFAB capex engineers and discuss with relevant parties if any issues.
Work together with capex engineers to improve the yard capex report for more visibility and accuracy, including accuracy on depreciation forecast.
Assist on statutory audit and liaise with auditors for any documents required and follow up with relevant parties if required.
Work on monthly cash flow forecast update and work closely with cost controls, SCM, HR and review it with Finance Manager before submitting it to QFAB Management

Masters and/or professional certificates are a plus
