Marine Personnel Training & Career Development Officer

Job Summary and Purpose

Handle and manage all activities related to seafarers’ professional development, career progression, and certification compliance. 

Accountabilities

Key Accountabilities:

Training

1. Conduct comprehensive Training Needs Analysis (TNA) for all seafarer ranks and roles.

2. Maintain a training matrix covering STCW, company-mandated, and computer-based training (CBT).

3. Develop and maintain individual training plans for each seafarer, ensuring alignment with regulatory and operational requirements.

4. Coordinate with internal departments and external training providers to schedule and deliver training programs.

5. Monitor training completion and certification validity, ensure timely renewals and compliance.

6. Design and implement a structured cadet mentorship framework to support the professional growth of cadets onboard.

7. Track cadet progress against training objectives and onboard assessments.

Career Development & Promotions

8. Design and implement career progression paths for all seafarer ranks, ensure transparency and alignment with company policies.

9. Track seafarer progress through career stages and maintain up-to-date records of qualifications and experience.

10. Manage the promotion process, including:

• Monitoring eligibility based on predefined criteria.

• Maintaining and updating promotion waiting list.

• Coordinating with relevant stakeholders to ensure timely and fair promotions.

11. Provide career counseling and debriefings to seafarers’ post-deployment, offer guidance on development opportunities.

Performance Management

12. Oversee the appraisal process for all seafarers:

• Ensure timely submission of appraisal reports after each tour.

• Review and assess appraisal content for accuracy and consistency.

• Identify training needs or performance gaps highlighted by Masters and Chief Engineers.

13. Manage the annual performance cycle:

• Consolidate appraisal scores.

• Collaborate with department heads to finalize year-end performance ratings.

• Support the reward and recognition process based on performance outcomes

Evaluate Training Centers

14. Assess and approve external training centers to ensure alignment with STCW, flag state, and company-specific standards.

15. Conduct periodic evaluations of training providers for quality, relevance, accreditation status, and instructor competency.

16. Maintain a vetted list of approved training centers and ensure seafarers are enrolled only in compliant institutions.

17. Liaise with training providers to address feedback, resolve issues, and implement improvements where necessary.

Vessel Visits & Fleet Officer Engagement

18. Conduct vessel visits (including sailing visits) to evaluate and enhance the effectiveness of onboard training, mentorship, and career development practices.

19. Lead the planning, coordination, and execution of the Fleet Officer Meeting, including agenda setting, logistics, and event management.

20. Gather feedback from seafarers and vessel leadership during visits to inform continuous improvement of training and development programs.

21. Support additional Marine Personnel Department (MPD) initiatives and tasks as required, contributing to departmental goals and operational excellence.

24. Stay updated with the latest trends in marine industry standards, certification requirements, and training methodologies.

25. Assist in crisis management and contingency planning related to crew readiness, training, and deployment.

26. Carry out any other duties as directed by the immediate supervisor.

• Execute all aspects of marine personnel career development, ensuring alignment with regulatory, operational, and strategic objectives.

• Maintain and continuously update comprehensive, accurate, and auditable records of seafarer training, certification, performance, and career progression to support timely decision-making and compliance.

Interactions and Working Relations

Internal:

• Liaise and coordinate with the Learning & Development team regarding development plans for Marine Personnel crew.

External:

• Maintain regular contact with ship-based marine personnel, the crew administrator, and the ship’s port agents

Qualifications, Experience and Job Skills

Qualifications:

• Degree in Human Resources, Maritime Studies (minimum Coc II/2 or III/2), Business Administration, or any other related field.

Experience:

• A minimum of 3 years of experience in crew management, personnel development, or maritime operations.

• Familiarity with maritime regulations, certification systems, and training practices.

• Skill in designing structured career progression frameworks for all seafarer ranks.

• Experience in managing promotion pipelines and maintaining promotion eligibility records.

• Proficiency in managing appraisal systems, analyzing performance data, and aligning outcomes with training and reward strategies.

• Strong capability in maintaining accurate training, certification, and performance records.

• Ability to conduct effective debriefings and provide career guidance to seafarers, including cadets and junior officers.

• Skills in organizing and managing events such as Fleet Officer Meetings, training sessions, and career development workshops.

• In-depth knowledge of STCW, MLC, and flag state regulations related to seafarer training, certification, and career development.

• Strong interpersonal and communication skills to engage with seafarers, vessel leadership, and management on development matters.
